Before the Examination - Application
The application period and tentative examination dates of the Licensing Examination 2025 (First Sitting) are as follows:

Applicants must submit the original hard copies of the properly declared application form and the original/ notarized copies of all other necessary supporting documents to the Dental Council Secretariat either in person or by post during the application period.
- Notarized copy of identity card or passport;
- Original or notarized copy of record of study in dentistry, i.e. a transcript of the courses taken;
- Notarized copy of the primary dental qualification;
- Original documentary evidence testifying that you were of good character during your dental training (for candidates who have yet to register as dentists);
- Original or notarized copy of documentary evidence of your current eligibility to practise dentistry, granted by the dental council/board with which you are currently registered (for candidates who are registered dentists currently);
- Original documentary evidence testifying that you are of good character – a certificate of good standing issued by each dental council/board of which you are / had been registered with (any certificate issued for more than 3 months will be counted invalid) (for candidates who are registered dentists currently); and
- Original documentary evidence testifying you were of good character during the period you were registered – a certificate of good standing issued by each dental council/board of which you had been registered with (any certificate issued for more than 3 months will be counted invalid) (for candidates who are not registered dentists currently but had been registered with any dental council/board before)
Photocopies of the supporting documents must be:
- notarized by a notary public (photocopies certified by other persons, e.g. a solicitor, a Justice of the Peace, will not be accepted); or
- verified by the Dental Council Secretariat (the applicant must present both the originals and photocopies in person to the Secretariat for verification)
Please submit the application form (original) together with the supporting documents by registered post or hand delivery during the application period to:

Applications will NOT be accepted if they are:
- submitted by facsimile or email;
- received after the closing date; and / or
- illegible or incomplete.
All applications must reach the Secretariat within the period as specified in the Candidate’s Guide
The Dental Council may verify with the relevant authorities the truth of the information and documents provided. Any approval given on the basis of false information is null and void. All results in the Licensing Examination will also be revoked.
The following are criminal offences punishable with imprisonment, and will be reported to the police or the Independent Commission Against Corruption for prosecution:
- making a false declaration;
- providing false information in connection with an application; and/or
- offering any advantage (money or gift) to the staff of the Dental Council in connection with an application.
The requisite fee for each part of the Licensing Examination is HK$10,650 (w.e.f. 1 January 2025). Applicants will be notified for payment upon confirmation of their eligibilities.
